CI: Enable legacy runner registration

What does this MR do?

• Fixes failing specs because the runner cannot register.
• CI/specs need to migrate to the new registration workflow by 18.0.

What does this MR not do?

Change the chart to setup runners/GitLab to use the new registration workflow.

• Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
