Add a missing comment opening in the helper templates

What does this MR do?

This adds a missing comment opening in the helper templates. This missing open comment does not break the chart it simply forces the comment into the template output. Since the actual templated output of _helper.tpl files is discarded by Helm it has no impact on the chart.

But the comment open should be there for the sake of editors and humans reading and parsing the text.

  • Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
