Adds security warning regarding enabling ssh-rsa

What does this MR do?

This MR informs the user that enabling ssh-rsa is dangerous and ill advised for public instances. The RSA signing schema utilizes SHA1 which is known to be weak to signature forging attacks. This is significant in the context of instances on the public internet.
