Update Zoekt to v0.8.2

What does this MR do?

This MR bumps gitlab-zoekt to v0.8.2, which includes:

• Rename zoekt external gateway container (gitlab-org/cloud-native/charts/gitlab-zoekt!64 - merged)
• Fix annotation service misconfiguration (gitlab-org/cloud-native/charts/gitlab-zoekt!63 - merged)

How to set up and validate locally

1. Check out the default branch git checkout master
2. Install the helm chart with

   helm install gitlab . --set certmanager-issuer.email=email@example.com --set gitlab-zoekt.install=true

3. Checkout the branch of this MR and upgrade the helm chart with

   git checkout bump-zoekt-to-0-8-2 && helm upgrade gitlab . --reuse-values

4. Ensure that Zoekt pods are healthy

   $ kubectl get pods | fgrep zoekt
   gitlab-gitlab-zoekt-0                              4/4     Running       0              13m
   gitlab-gitlab-zoekt-gateway-64b4d4c9b4-4ntmx       1/1     Running       0              13m
