Exclude HAProxy and Traefik templates when gitlab-shell is disabled

What does this MR do?

The creation of an ingressRouteTCP is not conditioned by gitlab-shell. It causes the creation the ingressRouteTCP as long as traefik is enabled. Regardless the presence of gitlab-shell. This MR corrects the behavior by conditioning its creation with gitlab-shell like in the submodule.

Extends this change to HAPRoxy's ConfigMap as well.
