Docs: Replace GitLab Runner configuration, add production usage warning
What does this MR do?
Updates the GitLab Runner documentation:
- Remove copied configuration in favor of upstream documentation.
- Add a production usage warning to clarify why we don't recommend installing GitLab Runner alongside / on the same machines as GitLab itself.
