Run lint_package jobs in autodeploy and release pipelines also

What does this MR do?

In !3270 (merged), lint_packages job was added as a needed dependency for specs_without_cluster job. However, the latter runs also in auto-deploy and release pipelines while the former didn't. This MR makes lint_package jobs run in autodeploy and release pipelines also.
