Set fixed viewport size

What does this MR do?

Attempted fix for failing tests that can not find the user avatar.

Set Chrome's window size to 1200x800

Per the job artifacts, it seems that the viewport is too small for the superbar to show, and the mobile-friendly responsive version is rendered.
