Support configuring proxy_download for each object store type

What does this MR do?

As documented in https://docs.gitlab.com/charts/charts/globals.html#consolidated-object-storage, each object type can configure proxy_download independently. The template was missing support for this.

• Validate potential values for new configuration settings. Formats such as integer 10, duration 10s, URI scheme://user:passwd@host:port may require quotation or other special handling when rendered in a template and written to a configuration file.
