Add tests for Webservice ConfigMap name

What does this MR do?

Depends on !3092 (merged).

Adds tests to confirm that the Webservice ConfigMap name, and the references to it from the Webservice Deployment Volumes section, properly align.

Follow-up to !3092 (merged).

Addresses issue first seen in !3089 (merged) (comment 1352012712).
