Update AWS SDK gems for Ruby 3.0+ compatibliity

What does this MR do?

Prior to this update, attempting to run specs with Ruby 3.0.5 results in this failure:

An error occurred while loading ./spec/scripts/lib/version_fetcher_spec.rb.
Failure/Error: require 'aws-sdk-s3'

ArgumentError:
  tried to create Proc object without a block
No examples found.
