Add new cron backup parameter Ref #3076

What does this MR do?

An annotation on the toolbox backup cronjob pod is not compatible with GKE in autopilot mode. The annotation cluster-autoscaler.kubernetes.io/safe-to-evict: "false" prevent the job to be scheduled and prevent the backup cron from running.

A new setting is added to toggle the presence of this annotation, which by default will be added to preserve the current behavior.
