Deprecate sidekiq queueSelector and negateQueues

What does this MR do?

Add deprecation notice Sidekiq's queueSelector and negateQueues option.

The actual deprecation/removal will be on separate MR due in 17.0 (as per gitlab-org/gitlab#390787)
