[CI] Add QA jobs for GKE v1.25 cluster

What does this MR do?

Runs qa tests for MRs in GKE v.125 cluster.

Note that we still need to "port" to kubernetes 1.25, so review environment/qa tests may fail. Currently all jobs that use GKE v.125 are set to "allow_failure: true".
