Allow configuring repository cache redis instance

What does this MR do?

This MR allows Rails app to connect to the new Repository Cache Redis instance, as introduced in gitlab-org/gitlab!107187 (merged)

Blocked by gitlab-org/gitlab!107232 (merged). Without this MR merged, the new Redis instance can't be used in Rails app (ie no effect if this new configuration is added). Thus it's blocked to prevent confusion.
