GKE cluster setup: Use n2d machines by default, enable autoscaling

What does this MR do?

This came up via a Slack discussion about saving GCP costs: https://gitlab.slack.com/archives/CB3LSMEJV/p1667826832274789 (internal only)

The n2d machines are similarly sized (have slightly more memory even) than n1s and are cheaper to use.

We should also enable autoscaling so that idle clusters will be scaled down.
