CI: remove helm repo add charts.bitnami.com

What does this MR do?

We directly specify the chart location within requirements.yaml, and there is no flaw in consuming the final location as listed there.

Currently, charts.bitnami.com is experiencing DNS failures through cloudflare, and breaking all pipelines, though we don't depend on it.

Removing this, as it should be not needed.
