Fix usage of mc policy when creating buckets

The previous usage of mc policy <policy> <bucket> when creating buckets was incorrect, causing the minio-create-buckets job to fail early with the help text for mc. The correct usage is mc policy set <policy> <bucket> (as detailed in the help message).
