What does this MR do?

CI: Specify `type` labels for issue-bot

Specifies `type::maintenance` and `maintenance::pipelines`
extra labels for issue-bot.

This addresses automated messages from @gitlab-bot such as:
https://gitlab.com/gitlab-org/charts/gitlab/-/issues/3797#note_1120880819,
which requests these labels via a comment when issues are opened by
issue-bot.
