Allow to set securityContext.fsGroupChangePolicy on Gitaly StatefulSet

What does this MR do?

Allow to set securityContext.fsGroupChangePolicy on Gitaly StatefulSet to mitigate the performance issue when repositories have large amounts of files.

The fsGroupChangePolicy field is in a stable state since Kubernetes v1.23.
