Generate and report Knapsack reports for QA jobs

What does this MR do?

To better spread the specs across parallel QA jobs using their duration stats, adding a new Knapsack report job that will generate and upload report the GCS bucket knapsack-reports in the gitlab-qa-resources project.

The plan is to run the schedule weekly.
