Parametrise `restartPolicy`, `backoffLimit` and `activeDeadlineSeconds` for backup Job

What does this MR do?

To allow the user to have full control of a Job lifecycle as described here, restartPolicy, backoffLimit and activeDeadlineSeconds are now configurable via Helm values.
