docs: Drop custom awscli install instructions

What does this MR do?

Starting with GitLab 14.3 (gitlab-org/build/CNG!741 (merged)), Cloud Native GitLab images ship with awscli by default.

There is no need to run pip install awscli now. The local path /home/git/.local/bin/aws also doesn't work since awscli is already installed, so we can drop this too.
