Add certificate volumeMounts to Rails dependencies containers

What does this MR do?

Without these, the wait-for-deps script fails with certificate errors.

I noticed the problem while working on !2216 (merged), because the migration job, which also uses wait-for-deps, succeeded while these two had redis errors.

Test plan

  1. Install the chart with a self signed redis like in !2216 (merged).

Expected result All the rails pods should come live

Without these changes: webservice and sidekiq fail to start on the dependencies init container
