What does this MR do?

Registry: use separate, minimal config for migration

Use an extremely minimal configuration for the migations Job of the registry chart. We only need logging configuration and the database connection details.

  • Add migration-config.yaml to the ConfigMap
  • Specifically mount the migrations-config.yml to config.yml
