Update the database-upgrade script

DJ Mountney requested to merge db-upgradescript-improvements into master

What does this MR do?

  • Add some additional skip parameters for changes in the past year
  • Include registry in the pods that need to be shut down
  • Add a flag for influencing the backup name, rather than having it hardcoded in the script
