Allow opting out of workhorse redis

What does this MR do?

This patch is in support of https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/12812.

On gitlab.com, all workhorses are creating redis subscriptions. However, that feature is only needed by API. Specifically, it's only used for CI job long-polling.

By making the workhorse redis configuration opt-out, we can turn off that functionality on workhorses that don't need it (git, web, websockets), which should help reduce load on redis as well as free up some cycles on the workhorse containers.
