Update NGINX from v0.20.0 to 0.41.2

What does this MR do?

Updates our "forked" chart to ingress-nginx from https://github.com/kubernetes/ingress-nginx, at appVersion 0.41.2 (using Chart version 3.11.1, the last available version of the chart that used Helm's v1 syntax).

NOTE: This change enforces a minimum K8s version of 1.14.0 because of the nginx-ingress-controller binary API support.
