Migrate to the new Runner registration workflow

Summary

We'll need to follow the new process for creating Runners. The registration token method is disabled in %17.0 and will be removed in %18.0.

In #5508 (closed), we found that the Runner registration token process was disabled so we merged !3755 (merged) to temporarily re-enable it.

New process for creating Runners is followed in Charts CI
End-user impact is evaluated (#5511 (comment 1903557789)) and follow-up issue(s) created
