Use regular database.yml file for Geo tracking database

What does this MR do?

In gitlab-org&6458 (closed), we are removing the highly custom way configuring the Geo tracking database in favor of the multiple database support built-in Rails using the regular database.yml. This MR changes how we retrieve the current database version for the Geo tracking database to accommodate the changes in gitlab-org/omnibus-gitlab!5962 (merged).
