What does this MR do and why?

Backport of !3001 (merged) to 19-1-stable.

Bumps GITLAB_LOGGER_VERSION from v4.0.0 to v4.0.1 and refreshes the tarball SHA256 across variables.yml and both gitlab-logger Dockerfiles. This update brings compatibility with Go 1.25.x.
