Update gitlab-logger to v4.0.1

What does this MR do?

Update gitlab-logger to v4.0.1

Bump GITLAB_LOGGER_VERSION from v4.0.0 to v4.0.1 and refresh the tarball SHA256 across variables.yml and both gitlab-logger Dockerfiles. Debian and UBI images were built and verified locally.
