Drop a mandatory patch from Ruby 3.2

What does this MR do?

The fix-ruby-xfree-for-libxml2 patch is no longer needed in Ruby 3.2.3, so we can drop it from mandatory patches going forward. This matches the change in gitlab-org/omnibus-gitlab!7364 (merged).

This commit is needed because once gitlab-org/gitlab-build-images!788 (merged) is merged, CNG pipelines that attempt to build Ruby 3.2.3 may fail because the patch results in a NOP.
