Remove puma worker killer initializer

What does this MR do?

In !1380 (merged), I removed PumaWorkerKillerInitializer as part of gitlab-org/gitlab#379199 (closed)

But I missed removing require part.

This is causing pipeline failure in gitlab-org/gitlab!118645 (merged)
