Adds new Analytics Category to Optimize

The groupoptimize group is responsible for many of the different supported analytics in GitLab. Today the group only holds 2 categories:

1. Value Stream Analytics
2. DevOps Reports

In a previous category change, we decided to absorb other analytics into VSA & DevOps reports. Looking back into this decision, this was probably a mistake because The other analytics (for example Merge Request Analytics, Code Analytics) are not really represented in the other two categories, and in fact have much more usage than the two existing categories.

This MR proposes a new category named: Analytics (TBD) that will be the container for all other analytics that do not fall into the DevOps reports and VSA categories.
