Rename Support Department handbook, budget KPI and remove bonus PI

Why is this change being made?

From #11372 (closed) per Eng Staff

  • Rename "DEPT-NAME Non-Headcount Plan vs Actuals" to "DEPT-NAME Budget Plan vs Actuals" and demote to RPI
  • Rename "DEPT-NAME Overall Handbook Update Frequency Rate" to "DEPT-NAME Handbook MR Rate" and demote to RPI
  • Remove "DEPT-NAME Discretionary Bonus Rate"
