Add `(GitLab.com only)` and `(self-managed only)` tags to the GitLab Releases page
What does this MR do?
Updates features on GitLab's Releases page to include a (GitLab.com only) tag if the feature is only available on GitLab.com or a (self-managed only) tag if the feature is only available for self-managed instances.
