Why is this change being made?

This update to the Twitter, Calendaring, Cadence, and Volume section of the Social Marketing Handbook provides additional insight into how to use Sprout's optimal time feature when scheduling posts on GitLab's twitter handle. It also deeply explains the instances when the GitLab Branded Twitter retweets a post to its feed.
