Why is this change being made?

This MR is created to solicit missing points in GitHub Actions Gaps/Limitations. The current GitHub Actions Gaps table in the comparison page primarily contains feedback from their user community. https://about.gitlab.com/devops-tools/github-vs-gitlab.html#github-actions-gaps

We need comments/input capture additional limitations that have not been called out by their user community that our sales team may be aware of.
