Update to Compliance Management direction

Matt Gonzales (ex-GitLab) requested to merge update-compliance-mgt-direction into master

Why is this change being made?

My confusion about !43649 (closed) yielded some content relevant to the Compliance Management direction. I've incorporated that information in this MR.

It adds content for the Compliance Dashboard to address the visibility and analytics needs of our Compliance/Audit users, which is necessary for them to do their jobs of managing the compliance posture of their GitLab instance.
