WIP:Adding Compliance Insights category

Why is this change being made?

In a Slack thread with Sid, he proposed adding a "GitLab Insights" category to the Compliance group. In some brief discussion, it was agreed that this could move into an existing category later if it makes sense but should exist standalone for now.
