Add backup/restore category to Geo

Our backup/restore tools need some significant improvement, and currently it is not entirely clear who owns this part of our product.

The Geo team is likely the best place for this functionality, as it is an important part of the overall user story for disaster recovery. Typically, the only time you are restoring from a backup is when a "disaster" occurs.

Additionally, the logic is also built into the Rails app, which the Geo team has experience working with. (Distribution does not have extensive Rails experience)
