Update handbook for KPIs
Added the average location factor for departments, so that all new hire location factor KPIs have something to reference whether they are a whole division or a particular department.
Removed KPIs from overall GitLab KPI list that were removed from People Ops via !23558 (merged)
Added target for candidates sourced vs candidates hired via Steve.
Also updated various links and formatting.
