Make Winnie a maintainer

I have been employed at GitLab for almost two years and was part of the core team for almost another year before that.

In total I have authored over 600 merge requests (as @winh and as @winniehell) which is more than 1% of all merge requests in the gitlab-org group.

I have also created over 750 issues (as @winh and as @winniehell) which is almost 1% in the gitlab-org group.

Both show an active involvement in the GitLab project(s).

Additionally I have increased the overall code quality of GitLab with the following contributions:

1. Introducing CoffeeLint
2. Adding JavaScript coverage analysis
3. Introducing ESLint
4. Proof of concept for Karma
5. Introducing generated frontend fixtures
6. Removing .es6 file extension
7. Adding linter for inline scripts
8. Investigating and improving long running JavaScript tests

10. Introducing Jest and several improvments
11. including a bulk move from Karma to Jest
12. Making frontend fixtures deterministic

14. Significantly reducing the running time of karma:fixtures
