Repository Services: complete the group entry and move the team under Armin

Why is this change being made?

Create:Source Code split into four teams on 2026-09-21 (execution plan). !143982 (merged) created the repository_services group in stages.yml and moved Jerry Seto, Joe Woodward and Fred Reinink onto it, but left the entry pointing at the old Repository Management sub-team and the engineers reporting to Daniel Lanthier. This MR finishes the entry for the Repository Services team (EM: Armin Pašalić) and is tracked in the team-setup issue https://gitlab.com/gitlab-org/create-stage/-/work_items/13314 (confidential).

  • description: what the team owns and the one settled part of its mission (the access layer on Gitaly's primitives); the full mission statement is still being defined, and the description says so.
  • handbook: engineering/devops/create/source-code/repository-services (page added in a companion handbook MR, linked from the tracking issue).
  • slack.channel: g_create_repository-services (channel creation is tracked in the issue; g_create_repository-management was the sub-team-era name).

The reports_to: armin.pasalic change this MR originally carried landed on master through the Workday sync of 2026-10-02, as did Jerry's specialty fix, so the rebased MR no longer touches those lines; specialty stays owned by the sync.
  • armin.pasalic.yml: Create:Repository Services Team added to team_tags; role string extended.

The handbook team page renders its member table from reports_to, so the reports_to change is what makes the new page list the team.
