Add the Create:Repository Services team page

Why is this change being made?

Create:Source Code split into four teams on 2026-09-21 (execution plan). Repository Services is the permanent team for the repository side of Source Code (EM: Armin Pašalić). Its full mission statement is still being defined; the page states the settled part (an access layer on the Gitaly team's primitives) and marks the rest as in progress. This MR gives it a handbook page and updates the surrounding Create pages. It is tracked in the team-setup issue https://gitlab.com/gitlab-org/create-stage/-/work_items/13314 (confidential); the matching stages.yml and person-file changes are in gitlab-com/www-gitlab-com!144258 (merged).

New page engineering/devops/create/source-code/repository-services/: what the team does and what is settled of its mission, current initiatives, what the team expects to own and does not own, team members and stable counterparts (rendered from the team data through team-by-manager-role and engineering/stable-counterparts), how we work, board links filtered on group::repository services, and links. The feature category and error budget are stated as not yet assigned.
