Move AI UX maturity requirements from internal handbook

To suggest a change to the Product Handbook, please review the updating the Product Handbook section.

Please provide a brief explanation for this change:

Moves the UX maturity requirements for AI-assisted features from the 🔒 internal handbook, as all of it is SAFE content. This is part of the exit criteria for the AI Integration Working Group.
