This MR combines gpg, ssh, and x509 signed commits documentation into a single page and adds redirects to the three original pages. !

- Navigate to the new docs/user/project/repository/sign_commits/index.md page and ensure all three original pages are combined into one.
- Navigate to each of the three original pages respectively and ensure all three have been changed to redirect to the new page.
