Error Budgets in the Engineering Allocation Meeting

In this change we are looking to change how the Error Budgets are included in the Engineering Allocation meeting.

  1. Stage groups are no longer expected to report weekly on their Error Budget spend. This should return the focus back to the 28-day availability values and remove some of the reporting overhead. Teams that would still like to monitor this weekly can still do so with the existing tools. There is also a slack app for weekly spend information.
  2. Stage groups who are over budget for three consecutive months will be added to the Engineering Allocation meeting for discussion.
  3. The Scalability team will continue to highlight specific items as needed in this meeting
