Draft: 3 New Action Tenets for Measurement Clarity

Why is this change being made?

The reorganization and consolidation during the TeamOps Content Refresh opened up space for three new action tenets under the Measurement Clarity principle. The proposed topics are:

• OKRs
• Continuous Documentation

If we add three new tenets, all four Guiding Principles will be balanced with seven action tenets apiece.
